Approval Process for Tour Operator Membership  

Requirements, Qualifications and Standards for Tour Operator Membership

Any sole proprietorship, partnership, firm, trust, limited liability company, corporation, unincorporated organization or association, which actively and on an ongoing basis engages in the business of conducting or arranging packaged travel on a for-profit basis that complies with the membership requirements and standards for NTA tour operator membership, may be considered for NTA tour operator membership.

Tour operators based in North America shall: 

  • Be in compliance with all applicable laws, rules and regulations and be duly qualified and licensed to do business in each jurisdiction which requires such qualification or licensing.
  • Employ, in a senior management position, an individual who has been actively engaged in the business of packaged travel for at least three years.
  • Provide statement/verification of financial stability in a form that is approved by and acceptable to NTA.
  • Maintain comprehensive general public liability insurance, which covers the operations of a travel and tour company, with minimum limits of $1,000,000 USD with reputable insurance underwriting companies; a comparable, proven self-insurance program may be considered for meeting this requirement upon submission of an annual independent audit.

And any ONE of the following list of options:

  • Professional liability, errors and omissions insurance with minimum limits of $1,000,000 USD with a reputable insurance underwriting company.
  • Hired/Non-owned auto/motorcoach liability insurance with minimum limits of $1,000,000 USD with a reputable insurance underwriting company. (Tour Operators that own their vehicles/motorcoach(es) should maintain a separate automobile liability policy.)
  • Minimum of three years in business as a tour operator
  • Automatically provide customers with trip protection insurance
  • Proof of escrow of funds
  • ISO 9001:2000 certification


Tour Operators based outside of North America shall:

  • Be in compliance with all applicable laws, rules and regulations and be duly qualified and licensed to do business in each jurisdiction which requires such qualification or licensing.
  • Engage in the business of conducting or arranging packaged ravel on a for-profit basis. Packaged travel means the combination of two or more tour components not owned, managed or controlled by the applicant, which constitute a product promoted and sold for an inclusive price (i.e. transportation, lodging, meals, attractions, guide services, etc.).
  • Employ, in a senior management position, an individual who has been actively engaged in the business of packaged travel for at least three consecutive years in the 10 year perio prior to the date of application.
  • Provide statement/verification of financial stability in a form that is approved by and acceptable to NTA.

Any TWO of the following options:

  • General liability insurance, which covers the operations of a travel and tour company, in an amount commensurate with the laws and requirements of the country in which they are based.
  • Professional liability, errors and omissions insurance with a reputable insurance underwriting company
  • Hired/Non-owned auto/motorcoach liability insurance with a reputable insurance underwriting company. (Tour operators that own their vehicles/motorcoach(es) should maintain a separate automobile liability policy.)
  • Minimum of three years in business as a tour operator
  • Automatically provide customers with trip protection insurance
  • Proof of escrow of funds
  • ISO 9001:2000 certification
  • Valid business license for the country in which the company is based
  • Member in good standing in a travel-related association
  • Fees must be submitted in U.S. funds and accompany application.

    Approval Process for Tour Operator Membership

  • When applications for tour operator membership are received by NTA, in complete and proper form, NTA notifies its membership by posting the applicant's name and address on NTAonline.com for 14 days.
  • NTA will conduct any/all investigations reasonable and necessary to determine that the business practices and operations of all comply with the standards of ethical conduct as provided in NTA's Code of Ethics and Bylaws.
  • When the application process is complete, the application is delivered to the NTA Board of Directors for vote. The affirmative vote of not less than two-thirds of the NTA Board of Directors is required to approve an application.
  • Please note the following:

  • Upon approval of your application, membership dues become non-refundable.
  • Applications and supporting documentation are valid for six (6) months from the date of the application.
  • It is recommended that tour operators wanting to participate in the Annual Convention's Tour and Travel Exchange submit their completed applications no later than June 1 in order to participate in appointment scheduling.
